USAP is a tool created by MHFD to evaluate the condition and value of urban streams. USAP’s primary application is assessing the physical condition of streams (i.e., creeks, gulches, drainages) and the South Platte River in the Denver metropolitan area. USAP applies the term “condition” purposefully, to highlight the physical conditions that are typically affected by MHFD management activities. The districtwide results were assessed at a watershed scale using a desktop GIS analysis.

USAP measures stream condition through Five Elements:

Community Values – Public access, safety, economic impact, and stewardship.

Hydrology – Flow patterns and how they are influenced by land use.

Hydraulics – How water moves through the stream and floodplain.

Geomorphology – Physical shape and processes of the stream.

Vegetation – Health, diversity, and adaptability of plants along and in the stream.

Each element has indicators (big-picture conditions) and metrics (specific measurements). The districtwide results demonstrate a range of conditions that are separated into categories of fully functional, functional, partly functional, and not functional conditions for each of the five elements based on the functional characteristics and community values indicators and metrics.

Update Frequency: As-needed

Last Updated: May 2025

For questions about this layer, please reach out to gis@mhfd.org

|

Not available for distribution – Internal use by MHFD staff only.

The watershed-scale relies on publicly available datasets such as Denver Regional Council of Governments (DRCOG, 2022) topography and land use land cover, National Land Cover Database (NLCD, Dewitz 2021), and MHFD GIS data. The data is accessed and analyzed using a Geographic Information System (GIS). MHFD provides the GIS data for informational and planning purposes. The information contained in the geodatabase and on the maps included herein is used to describe approximate stream conditions and is not to be construed or used as a regulatory tool. Further, indicators and metrics that reflect community values are inherently difficult to ascertain; therefore, the linkage between data and community values is somewhat limited and will require refinement over time.

Map information is believed to be accurate, but accuracy is dependent on publicly available data. Any errors or omissions should be reported to the MHFD GIS Manager. MHFD cannot guarantee the accuracy; however, MHFD staff will correct errors as they are identified. The MHFD GIS team maintains records regarding the source materials used to create the condition assessment and will disclose this information upon request.

|
